Интерес к изучению Арктики у российских мореплавателей и учёных возник давно. С исследованием этого региона связаны многие славные страницы истории России XVIII-XIX веков. Комплексное изучение и освоение Арктики началось в 1920-е-1930-е годы. Для организации мореплавания по Северному морскому пути были построены новые ледоколы и ледокольные суда, организована ледовая разведка, налажен выпуск надежных морских карт, на побережье и островах Арктики развернуто строительство полярных портов, угольных баз, маяков и т.д.
